City will allow transfer station site for county’s scrap tire collection

    At the Imperial council’s Sept. 19 regular meeting, the mayor and council were receptive to allowing the county use of the transfer station for a scrap tire collection in the coming months.
    Public Works Supt. Pat Davison said Chase County Commissioner Duane Dinnel approached him and said the county is applying for a grant for the collection and would provide manpower for it if they can use the transfer station property for the collection.
    Davison was directed to get more details.  
    The mayor and council discussed the possibility of investing some city funds with the Nebraska Public Agency Investment Trust at the Sept. 19 meeting. Clerk/Administrator Jo Leyland said the organization invests funds from counties, natural resources districts and others and “seems to have some good interest rates,” compared to other bids she’s received.
    Leyland said an $844,000 CD in the utility department comes due soon, and sought input from the council on whether to look into NPAIT.
    She noted if the council chose that path, it would mean those dollars would not be invested locally.  
    No action was taken Sept. 19 after City Attorney Josh Wendell pointed out the NPAIT funds are not FDIC insured, and have no bank guarantee. Leyland said she’d do more research.
Sept. 26 meeting
    At their meeting this week, city officials heard a presentation from Walker Zulkoski with NPAIT, who further explained how the money is secured.
    The council then voted to invest the $844,000 with NPAIT for one year, after passing a resolution joining the group.
    In other action Monday, the council decided to use $16,000 in insurance funds from a damaged police vehicle toward final payment on the police vehicle note. Only some of the damage will be repaired, according to the discussion.
    In other action last week, the council renewed liability/property insurance coverage with the League Association of Risk Management for another 3-year period, which gives the city a 5% discount on cost.
    After a third reading, the council adopted its updated and revised city codes to be published in book form.
    Community Development Director Tyler Pribbeno informed city officials he expects two applications for LB 840 loan funds soon. One applicant is discussing a Cornerstone business lot purchase.
