Imperial City Council approves utility fee changes, internal loan and landfill expansion work
The Imperial City Council addressed several financial, infrastructure and personnel matters during its regular meeting Monday, Sept. 8.
Council President Nick Colton presided with council members Jan Elliott, Julie Gockley and John Miller present. Mayor Craig Loeffler, City Administrator Tyler Pribbeno, City Attorney Josh Wendell, and multiple department representatives and members of the public were also in attendance.
Minutes and tax request approved
Council members approved the minutes of the Aug. 18 City Council meeting and the Aug. 18 Senior Services Board meeting. Colton abstained without conflict, and the motion passed with the other three members voting in favor.
The council approved a property tax request from the Imperial Airport Authority in the amount of $18,000 for the 2025–26 fiscal year.
Utility fee revisions approved
Resolution R25-09-02, revising the city’s monthly water and sanitary sewer service fees, was introduced and adopted unanimously.
Subdivision replat and landfill expansion
Council members approved a replat request from Brent Bussell for Lot 66 in the Schroeder Subdivision.
They also approved an agreement with Adams Construction Co. to complete Phase II of the city’s construction and demolition landfill expansion. Mayor Loeffler was authorized to sign the contract on behalf of the city.
Management agreement and senior services loan
A management agreement with Aris Health Group was approved, naming the city administrator as the facility representative and the mayor as the alternate.
The council then adopted Resolution R25-09-01, authorizing an internal loan from the City Electric Department to the Senior Services Facilities. The resolution was amended to specify a $350,000 loan to the Imperial Manor at 4% interest.
Two ordinances adopted
Colton introduced Ordinance No. 25-09-01, adjusting annualized salaries and wages for city officers and employees for the 2024–25 fiscal year. The council voted to waive the second and third readings and adopted the ordinance.
The same process was followed for Ordinance No. 25-09-02, which was also adopted after waiving additional readings.
